Erratum for Future Development Strategy 2022-2052

The following corrections relate to the pdf of the Future Development Strategy:

  1. Page 13 table 1 – site T-38 Richmond South (Hope)- approx yield is incorrect. Size of site should be 32 ha (excluding adjacent business site) and yield 530 dwellings
  2. Page 26 figure 10 – map of Motueka – site T-017 (southern part) also comprises adjacent sites T-213 (319 Motueka Valley highway) and T-205 (14 Waiwhero Road), also proposed for rural residential. Sites T-213 and T-205 should also appear in the “rural Tasman growth areas” in table 1. They are both typology G5 and their approximate yields are 51 dwellings and 57 dwellings respectively. (This omission does not make any difference to capacity overall as it was included in the calculations, it is an omission on the maps and tables in the pdf version of the FDS.)
  3. Page 31 figure 14 – map of St. Arnaud surrounds – The mapped site shown (T-181) also comprises adjacent site T-219 3177 Korere-Tophouse Road, also proposed for rural residential. Site T-219 should also appear in the “rural Tasman growth areas” in table 1. The typology is G5 and approximate yield is 55 dwellings.  (This omission does not make any difference to capacity overall as it was included in the calculations, it is an omission on the maps and tables in the pdf version of the FDS.)

The corrections above that relate to labelling of growth sites have been incorporated in the map viewer below, should you require clarification.

Future Development Strategy Implementation Plan 2023

Guided by 11 objectives that set out how both councils want to provide for growth while recognising the need for balance between competing objectives, the FDS is a 30-year high-level strategic plan that indicates potential sites in our region for future housing and business growth.

It is the overarching document that informs a number of current projects, including the Māpua Masterplan and the Richmond Spatial Plan.

The implementation plan is required by the Ministry for the Environment and is reviewed and updated annually, outlining the key actions required to meet the FDS objectives, by whom, and the timeframes for the actions identified in the plan.

It also contains information on the indicative staging of the FDS sites, although these will be confirmed following the adoption of our 10-Year Plan 2024 – 2034.

The Implementation Plan replaces our Intensification Action Plan from 2020, which was prepared following the adoption of our first FDS in 2019.

Background

Following months of community engagement, detailed feedback, and informative deliberations, Tasman District Council and Nelson City Council have now adopted the Nelson Tasman Future Development Strategy 2022-2052 (NTFDS).

The strategy document was formally adopted at a joint council committee meeting on 29 August 2022.

The NTFDS is a 30-year high-level strategic plan that outlines areas in our region where there is potential for future housing and business growth.

This now provides a valuable guide for decision making that will benefit current residents and those who choose to live in Nelson and Tasman in the years ahead.

The strategy also provides us with an evidence base to inform reviews and changes to resource management plans and facilitate the next round of infrastructure strategies and long-term plans.

A three-yearly review of the NTFDS and ongoing monitoring of development will help us evaluate how fast our urban areas are growing and whether there is a need to speed up or slow down the zoning and servicing of land in response to demand.

The significant amount of input and feedback from the public, including 568 submissions, offered a number of diverse and thorough opinions for consideration. Thank you to everyone who played a part in creating this strategy.

As well as the invaluable input from Nelson and Tasman residents throughout the process, we also wish to recognise the contribution and value of our staff, iwi, consultants and elected members in bringing this strategy together.

The NTFDS 2022-2052 came into effect on 19 September 2022.

Map viewer

This Map Viewer spatially identifies adopted Future Development Strategy sites that will support demand for housing and businesses needs over the next 30 years. It also shows the sites that were assessed but not adopted and constraints mapping that was used to inform the strategy.

Deliberation hearings 

Following the submissions hearings, both Councils met for an FDS deliberations hearing which started at 9.00 am on Tuesday 31 May, and continued into Wednesday 1 June and Thursday 2 June. Read the officers’ report to the FDS Subcommittee for deliberations.(external link)

Agenda and supporting documents

The FDS Subcommittee has made some policy decisions for the FDS and these were considered at the Joint Committee of the Nelson and Tasman Councils at their meeting on 27 July 2022.
