A code compliance certificate (CCC) is a formal statement confirming that we are satisfied on reasonable grounds that all building work has been completed in accordance with the building consent we issued for your project. Without a CCC, you may face difficulties when trying to buy, sell or insure a property.
A Owner is required to apply for a CCC as soon as all consented building work has been completed (and preferably when all inspections have been passed).
Your application must include any outstanding documentation, for example; as-built drainage plans, pressure test certificates or electrical certificates.
All documentation must be received before the final inspection can be booked.

To apply for your Code Compliance Certificate:
For consents prior to 2014, please submit a paper code compliance application (pdf 68 KB) form and provide the supporting document.
The application will be vetted to ensure it is complete.
Please note: If your consent has incurred time based charges, we will complete a reconcilliation to see if a further invoice is required or if a credit is owing to you.
The Inspector will verify the approved documents against the work completed. A final checklist will be completed and if the Inspector is satisfied on reasonable grounds that the building work complies with the building consent, the inspection will be approved.
If your building also contains specified systems the Inspector will also ensure the specified systems are capable of performing to the performance standard listed on the building consent.
Council has 20 working days in which to decide whether to issue, or refuse to issue, a CCC. If we need more information, we will contact you and the 20 day clock is put on hold until the information is received.

If the Council isn't satisfied that the building work complies with the consented documents, we will write to you to advise we will refuse to issue the code compliance certificate. If your application is declined, you can reapply once you have addressed any areas of non-compliance.
Council must decide two years after the building consent has been granted whether or not to issue a Code Compliance Certificate (CCC) (even if a CCC has not been applied for). If the work is not going to be completed within two years, it is essential that you advise us.
Older building consents do present us with a problem when considering the issue of a CCC, particularly when we are looking at construction details and the maintenance history. If we're not able to confirm compliance, we may refuse to issue a CCC.
In some cases, where there has been a delay of some years before applying for the code compliance certificate, a durability modification may need to be applied to your Code Compliance Certificate.

Building Consents
All applications for building consent shall be accompanied by a deposit of $2,000.00 or the actual charge whichever is the lesser amount. The balance of any charge will be invoiced along with Resource Management Authority check (where Property Information Memorandum [PIM] not applied for), government and other levies when the consent is ready for issue.
Where charges are listed as a deposit only, actual charges will be invoiced on the basis of $187.00 per hour or part thereof unless advised otherwise.
Note: Council reserves the right to assess individual cases as required. Additional reasonable charges may be requested by virtue of Section 219(2) of the Building Act 2004 if costs incurred exceed the standard charge. Applications that require consultation with New Zealand Fire Service or Heritage New Zealand Puhere Taonga will have costs recovered. Review of engineer design buildings by consultant will be charged as specified below.
A building project greater than $20,000 will also attract Insurance, Quality (QA), BRANZ and MBIE levies. Work cannot commence until the consent is paid for and issued.
