Engineering standards 2013

Some of the technical changes affecting Council’s infrastructure include:

• Clarification of the requirements to address erosion and sediment control;
• Clarification of the requirements for electronic engineering drawings;
• Clarification of training requirements for contractors;
• Health and Safety standards;
• Indemnity for maintenance lowered from six to five years for low impact stormwater designs;
• Increase of bond amounts to reflect inflation;
• Requirements on public/private Retaining walls and Subsoil drains;
• Reworded requirements - building around public underground services;
• Requirements to apply for a Works Access Permit- WAP and Traffic management Plan-TMP;
• Increase time from 10 to 15 days notice of a Corridor Access request - CAR;
• Clarification of Road Closures i.e. 72 days notice;
• Clarification on soil types;
• Recommend TP10 (Auckland Design guide) be used for some designs;
• Erosion and sediment Control plans to be required;
• Alternative roading designs incorporating principles of NZS 4404 2010 can be submitted for approval of the Engineering Manager;
• Road Network - standard drawing alterations;
• Requirements on stormwater pipe design and secondary flow paths to be increased in keeping with climate change, ie, Q50 minimum now changed to Q100 minimum;
• Allowance for small bore pressure wastewater disposal systems in Industrial/Commercial zoned areas permitted with the approval of the Engineering Manager;
• Change in preferred water meter and back flow prevention;
• Electrical Utilities section - updated NZ standards and code reference; and
• Street lighting in rural and rural-residential areas at Council’s discretion.

Design objectives clarify what Council is trying to achieve with the management of each asset.

Each section of the standards is followed by the respective appendices and engineering plans which reflect new advances in each infrastructure.

The Engineering Standards and Policies require continuous review and amendment to reflect changes in engineering best practice and feedback from users.

All hard copy as-built plans submitted should be accompanied by point co-ordinates.

Tasman District Council and Nelson City Council adopted New Zealand Vertical Datum (NZVD 2016) effective from 1 July 2017. This new datum will bring consistency in the way land height is measured across the region, and with the New Zealand Standards.

Previously Tasman District Council recorded elevation information in the LINZ Nelson 1955 vertical datum and the Tarakohe 1982 vertical datum for Golden Bay. Nelson City Council recorded height or elevation information in its own Nelson City Council vertical datum.

Notes

• Pre-2017 elevation data on as-builts, building consents and resource consents will remain unchanged.
• All height data in engineering plans, as-builts, resource consents and building consents should to be supplied to Nelson City Council and Tasman District Council using the New Zealand Vertical Datum 2016.
• All height data available from the Top of the South Maps website will be using the New Zealand Vertical Datum 2016.
