Proposal

Tasman Bay Asphalt Limited proposes to construct and operate an asphalt plant at 272 Bartlett Road, Appleby, next to the Waimea River berm.

The proposed hours of operation are a maximum of ten hours (daytime - and no later than 9.00 pm) within any 24 hour period, and with asphalt transported off site between 6.30 am to 10.00 pm.

Acoustic barriers are proposed along boundaries. 

Asphalt plant

The proposed asphalt plant is a MARINI Latin America Carbon T-Box 130 Asphalt Plant. It is described as a modular relocatable system.

The attachments to the AEE show the proposed site layout and images and specifications of the plant. Those modules include:

• A four bay dosing module for aggregate (with adjacent control room).
• Conveyor belt linked to a mixing drum module where aggregate is dried and mixed with bitumen from two adjacent trailer units.
• Above the mixing drum module is a bag house module to filter discharges from the burner, before the air is then discharged from a chimney stack, which projects at least two metres above the module.
• Once mixed the asphalt is goes to a silo, used then to load trucks for delivery.

With the exception of the silo module, no foundations are needed. 

Proposed structures are up to 11 metres above ground level - the silo and stack would be the tallest. 

The anticipated vehicle movements associated with the operation of the asphalt plant are described as including:

• those associated with the two on-site employees, and
• up to four single truck delivery movements during per day, and
• occasional movements for diesel refills and replacement of bitumen trailers. 

Earthworks

The earthworks proposed include for the following purposes:

• levelling and compaction of the site for the proposed use,
• construction of acoustic bunds, 
• repair of the existing stopbank involving its realignment,and to accommodate vehicle access alongside it's entire length, with associated ongoing maintenance, and
• the formation of a ramp to the stopbank to the north of the application site to allow public access whilst the asphalt plant operates.

The land is zoned Rural 2 under the Tasman Resource Management Plan, is within the Waimea River Park, and vested in the Council for river control purposes.

The resource consents 

The resource consents sought include the following: 

• Land use consent to construct and operate the asphalt plant, and associated activities – application RM201000
• Discharge permit to discharge contaminants to air from the plant  – duration 35 years – application RM201002
• Land use consent for earthworks in the Land Disturbance Area 1, including to the stopbank to re-align it, and then maintain it - application RM201018

Note - subsequent to the lodgement of the application, the Applicant and Council planners identified that some other resource consents originally applied for were not needed, as those parts of the proposal were considered permitted activities.
